Rachael has been the Chief Executive of Incommunities since early 2021, overseeing more than 22,000 homes primarily in Bradford, with a significant presence across West Yorkshire.
With over 20 years of leadership experience in social housing, Rachael is an expert in strategy, change management, and improving business operations.
Having started out in finance, her career has spanned various leadership roles, covering operations, strategy and finance. Rachael has also held non-executive roles in housing, the NHS, and with arts charities.
Rachael’s leadership has been focused on driving positive change in diverse communities. She’s led the organisation through a major transformation, addressing key challenges and setting up a strong foundation for growth – all with a focus on ensuring our customers & communities are at the heart of what we do.
As a board member for the Northern Housing Consortium and Chair of the West Yorkshire Housing Partnership, Rachael is committed to bringing people together across the region to tackle housing issues and support the development of strong, sustainable communities.
Graeme Scott - Executive Director of Development and Property

Graeme is our Executive Director of Development and Property and the designated health and safety lead. He has been in post since April 2022.
Graeme leads on all matters related to customers homes within the organisation. This includes our day to day repairs service , our strategic investment plans for our homes and communities and our ambitions to deliver new social and affordable housing in the region. Graeme has a wealth of experience in delivering developments and developing effective relationships with key partners, stock rationalisation and acquisition. He is passionate about creating places where people choose to live, whilst offering high-quality customer service.
Sara Sheard - Executive Director of Business Operations

Sara is our Executive Director of Business Operations and has been in post since November 2021.
Sara’s focus is on Governance, Legal, Risk, Strategic Change, ICT and digital transformation, Marketing & Communications, People Support and People Experience.
Sara has extensive experience in strategic human resources and culture change with a wealth of experience in people and organisational change leadership across a variety of sectors including charity, manufacturing and finance. Her expertise and personal values lie in a people-centred approach to leadership.
Janey Carey - Executive Director of Customer and Communities

Janey is our Executive Director of Customer and Communities and has been in post since September 2022.
Janey’s extensive skills and expertise lie in transforming strategic and operational housing services and she has led the development and implementation of Customer Centric strategies across a number of Housing organisations. Janey is the lead for consumer standards compliance.
Janey is passionate about involving customers and ensuring that our customers receive the highest of standards in every interaction with us.
John Wright - Executive Director of Finance
John Wright

John is our Executive Director of Finance and has been in post since August 2023.
With more than 20 years of experience in senior positions within the housing sector, John has extensive experience in finance, governance, and change management and is passionate about building thriving communities.
John is a Board Member and Audit and Risk Committee Member at Ongo Homes, and a fellow of the Association of Chartered Certified Accountants.
